Sure it’s inconceivable – totally incomprehensible – that China’s government, its millionaires and billionaires and, most outrageous, triad criminal organizations have been hanging out with Canada’s political and corporate leaders for three decades and got massive benefits at the expense of all Canadians.  These so-called defenders of democracy, rule of law and human rights chose and kept choosing that path because they figured the consolidation of political, bureaucratic, judicial, corporate and media power through two centuries of nepotism and patronage and lengthy Liberal rule last century would prevent exposure.   They were wrong.  They miscalculated then and are doing so again believing the national awareness campaign won’t deliver their ouster from office, procure full asset seizure as the proceeds of crime and life imprisonment for systemically violating s. 20 of The Security of Information Act.

Everything that was done to effect reform and accountability before going public was, as the evidence record of the edification campaign and triggering accountability mechanisms (1, 2) prove.

In mid- May 2010, as the national awareness campaign recruitment initiative was well underway, CSIS and the RCMP were formally contacted and invited to be part of the solution instead of remaining part of the problem.  While small constituents of each are on the side of all Canadians – authors of The Sidewinder Report and those responsible for launching the September 2008 Security of Information Actinvestigation – it remains an open question whether their respective executives will join in terminating the absolute rule involving Canada’s old money families and totalitarians and triads.  One strike was tallied against the federal law enforcement agency when the September investigation was terminated.  A second was added as a result of what was documented May 17, 2010: RCMP Abdicates its Public Interest Responsibility Again – Agency Continues to Protect Unlawful Status Quo, RCC News.  Three strikes will really mean ‘you’re out’, i.e., culpable for what the Security of Information Act warrants.


Three of the RCMP’s inner core departments were contacted.  One was the Office of the Ethics Advisor, headed by Inspector Barbara Hayduk, a thirty year veteran of the force.  


In order for the RCMP to deliver on its Strategic Priorities, it must have the confidence and trust of the public. Maintaining, or perhaps regaining, the confidence and trust of the community served requires that the RCMP be concerned with – and is seen to be concerned with – the ethical behaviour of its employees and the organization. Ethical behaviour is: the foundation on which the confidence in the RCMP is built. It enhances our reputation, improves our relations with the public, and keeps energy and attention on the work to be done. 

Through ethical behaviour, the RCMP will deliver on the goal of living the core values that make us a trusted partner, and as a result will be well positioned to deliver on the Strategic Priorities. 

The Office of the Ethics Advisor will focus on ensuring that RCMP employees and the RCMP, as an organization, functions in an ethical manner and in alignment with the core values of the organization – honesty, integrity, compassion, respect, accountability and professionalism – the Mission of the RCMP, and the commitments the RCMP has made to its communities and its employees.

[I]n a command and control paramilitary organization, such as the RCMP, having the Ethics Advisor within the hierarchy of command leaves the possibility for conflicts to exist.  David Brown criticized the structure of the Office of the Ethics Advisor. He wrote, “The Ethics Advisor had no established role, very limited resources to support the function and no regional presence. […]  [Assistant Commissioner] Spice told the Committee that the RCMP needed a more independent voice on ethical matters. He said, “The ethics office is critical to the organization, but I believe there is a need for an ombudsperson. … There’s a necessity to have something outside to oversee those decisions and ensure that everything is as it should be.” […]  Consequently, the Committee recommends that:

The Government of Canada amend the Royal Canadian Mounted Police Act to provide independent authority to the RCMP Ethics Advisor to enable him or her to conduct inquiries into whether allegations of ethical or criminal wrongdoing against RCMP members have been properly investigated. The Ethics Advisor should publish an annual report and have the authority initiate Code of Conduct investigations and to recommend that outside police forces conduct a criminal investigation when warranted.  


When advised the complaint would not be investigated the inference was drawn she’d been overruled and silenced by superiors.

The Sidewinder Report wasn’t published by a fringe conspiracy group; although one might think so if the authors were unknown.  It’s not the work product of a collection of Canada’s esteemed academics.  It’s the result of a unique collaboration between CSIS and the RCMP – who had intel and evidence, domestic and international, university professors and think tank executives never have access to; so the Report’scredibility and accuracy is way beyond dispute.   Its findings were so incendiary the Chrétien government suppressed them.   When leaked in 1997 owners of the consolidated media suppressed it to protect the status quo from searing condemnation and nationwide reform and accountability for giving communists a front row seat in our economy.   And the Fiefdom research project similar critiques would have concluded the only way they got that advantage was because Trudeau Liberals and old money families gave it to them by providing full and unrestricted access to cabinet federally and provincially. 


Naturally there isn’t going to be a plethora of glaringly obvious evidence proving what’s really been going on in the back halls of power and wealth when it comes to a kind of corruption that makes the Liberal sponsorship scandal look like a molecule in the drop of a bucket of profound systemic malfeasance is involved.   Academics are trained to evaluate disparate facts, figures and statistics, connect dots and then infer what could only have been government policies, practices and relationships that produced evidentiary results.  This was the process that led to all the findings in the Fiefdom treatise.  


The Sidewinder Report was discovered in August ’04 and for five months what there was to know about what appeared to be a non-transparent relationship with China was sought, compiled and examined using widely employed methodologies of research and analysis. The working hypothesis was that since China had only emerged from its self-imposed isolation in the late ‘80s – early ‘90s, the totalitarians could only be observed to have such a mature presence in our economy a few years later encompassing multiple sectors and industries if there were high-level political and corporate antecedents during the two previous decades.   The fact they entered the country during the Cold War – a time in world history when anything communist was antithetical to Western values and beliefs – made the hypothesis even more reasonable.  The theory was born out by the evidence. 


What helped to prove those antecedents lies, among others, in the Report’s statement “The triads … learned the quick way to gain influence is to provide finance to the main political parties”.   A news report from a mainstream newspaper documented circumstances that give this statement evidentiary substance:

B.C. Premier Gordon Campbell was photographed in the early 1990s with the son of a Hong Kong politician, who was identified as ruling council member of the notorious Sun Yee On Triad – one of the world’s largest heroin traffickers: The Province, April 7, 2002; 

Former B.C. Premier Mike Harcourt “was hosted by a known Triad associate, Henry Fok, whose son was arrested in the United States for arms smuggling”: ibid.

In addition to setting up legitimate companies in Vancouver and other Canadian cities as a front for their activities, McAdam says the Triads have in many cases been successful in compromising members of the police force as well as politicians at the federal and municipal level.

He says the leaders of the benevolent societies and the Masonic temples in various Chinatowns are often Triad leaders, who may contribute large political donations as well as promise the vote of the Chinese community.

In 2003, the Asian Pacific Post reported that veteran police Superintendent Garry Clement warned Ottawa in an internal memo of attempts by the Chinese Mafia to make connections with Canadian politicians.

Big Circle Boys 

The Big Circle Boys had its origins in Guangzhou, the capital of Guangdong province, in the late 1960s. Its presence was detected in Canada in the late 1980s, and by the early 1990s it had established criminal cells throughout Canada where it has come to dominate the heroin trade within the country. […]  The gang […] is currently the most active Chinese organized crime group operating in Canada. The Big Circle Boys’ greatest concentration is in Toronto. By the late 1990s, the group had approximately 500 members in Toronto and 250 in Vancouver.  Ex-mainland Chinese criminals comprise much of the organization.

In the city of Regina, the capital of the province of Saskatchewan, local individuals with links to the Big Circle Boys in Vancouver have been actively involved in counterfeiting, drug trafficking, and auto theft. 

14K 

The 14K, formed after the Second World War by Nationalists fleeing Communist China, is one of the most powerful triad organizations in Hong Kong, with over 30 sub-groups, more than 20,000 members, and a well-dispersed leadership. The triad maintains a chapter in Toronto, and operates from New York and other U.S. cities. […] 14K is currently the fastest-growing triad in Canada. Prominent members have emigrated from Hong Kong and Macau to Canada. 

Kung Lok 

The Kung Lok triad was founded in Toronto by Lau Wing Kui and has approximately 450 members in Canada as well as a number of connections in the United States. According to a March 2000 article in the Manila Standard, the RCMP has identified Stanley Ho, a Macau gambling tycoon active in Canada and linked to several illegal activities, as having links to Kung Lok. 

Sun Yee On 

Members of the Sun Yee On triad have settled in Toronto, Edmonton, and Vancouver.

Stanley Ho [i]s a suspected "leader/member" of the Kung Lok triad [...and] is a fixture on VIP guest lists when Canadian dignitaries visit Macau, Hong Kong or China. Officials of his company have participated in Prime Minister's Jean Chrétien's Team Canada trade missions to the Far East.  He has been feted and wooed by former prime minister Brian Mulroney, current cabinet members, at least two former B.C. premiers and a host of Canadian diplomats. 

[A] $4.2-million extravaganza was launched by Mulroney, and organizers declared Ho a "platinum maple leaf patron" for his donation of more than $100,000. Ho has also hosted then-B.C. premier Mike Harcourt at a private reception at the Hong Kong Hilton held to attract Asian investment in 1991.

Ho met ex-premier Glen Clark at his Hong Kong offices to negotiate a fast-ferry passenger service. 

Prime Minister Jean Chretien held a private meeting on Feb 26, 1996 at his Ottawa office to discuss the sale of a hotel in his riding.  Among those at the meeting was Gordon Fu, the president of Imperial Consultants, a company that specialized in bringing to Canada Asian migrants who invested between $250,000 to $350,000 in Canadian projects. Fu and his brothers have been the subject of several major investigations by the RCMP over allegations of abuse of immigrant investor funds, bribery of immigration officers, visa fraud and connections to the Chinese mafia.

In an internal memo to the RCMP, veteran officer Supt. Garry Clement warned Ottawa of attempts by the Chinese Mafia to make connections with Canadian politicians. Citing examples, Clement states that former premier of B.C., Mike Harcourt, "was hosted by a known Triad associate, Henry Fok, whose son was arrested in the United States for arms smuggling."


What helped create this problem is immigration fraud.  On the F.A.I.R. website under the heading ‘RCMP Cpl. Robert Read’ and ‘Brian McAdam’ there is proof how it led to the introduction of triad members into Canada – see articles entitled Duo Blow Whistle on Immigration Scandal and One Man's China Crusade.  When the whistle was blown, law enforcement maliciously retaliated.  The government of the day, the Liberals, refused to investigate.  And the Federal Court protected the system that vilified the whistleblower: Read v. Canada (Attorney General) 2006 FCA 283.   Speaking for the patronage-undermined and China-loyal Federal Court of Appeal, Nandon J.A. states: 


“[T]here can be no doubt whatsoever that the accusations made by the appellant regarding corruption on the part of the RCMP and on the part of those in charge at the Hong Kong Mission are totally groundless.


The fact big media didn’t give this the high profile it deserved and keep it that level until reform and accountabilty were triggered is indicative of the same kind of conspiracy of silence viz. Chinese joint governance, economy monopolization and wealth misappropriation observed when The Sidewinder Report leak was suppressed in 1997.  


The conclusion totalitarians and triads were given unconscionable access to government policy and decision making and the backbone of their success included the richest Canadians, the administration of justice (Bench, Bar, law enforcement, attorneys general), intelligence agencies, banks and investment firms is inescapable and ought to motivate RCC invitees to participate in reform and accountability.
