Former Police Star Plunges to Death

Former chief of the Organized Crime and Triad Bureau Fung Kin-man, who was once a rising star in the police force and who had attempted to commit suicide in March after being investigated by corruption watchdog, had plunged to his death at noon on September 8. 

Forty-nine-year-old Fung, who was allegedly linked to Abba Chan Tat-chee who pleaded guilty to corruption charges, had plunged to death in Kai Lim Lau, Cho Yiu Estate in Kwai Chung, police said.

Witnesses at the scene said they had seen Fung hanging around the 12th floor of the house. 

The area was searched by police, and the dead body was sent to Kwai Chung mortuary. 

Kwai Tsing district commander Ip Lau-chuen did not elaborate on the incident, except saying that the police had found some notes in Fung's flat. 

"We found some notes that were torn up inside the flat. We are still verifying what is written on them," Ip said. 

Fung had earlier tried to commit suicide by taking drugs and burning charcoal on March 8, one day ahead of being questioned by Independent Commission Against Corruption. 

The commission had arrested Abba Chan, famed as the father of Canto-pop concerts and known as Uncle Ba, for misappropriation of listed companies fund on September 28, 2005. Fung had been told to assist the investigation. 

Fung was asked to take one-month leave after that and transferred to the police Support Branch afterwards. 

Fung was again asked to take a three-week leave on March 1 and he took sick leave after the failed suicidal attempt. 

It had been alleged that the ICAC had found stock transaction record in Fung's flat that was worth over HK0 million. 

Chan had pleaded guilty on Tuesday to six charges of money laundering, conspiracy to steal, theft and conspiracy to defraud involving a total of HK million from two listed companies he chaired, China Conservational Power Holdings and China Sciences Conservational Power. 

Fung had once been regarded as a rising star of the force for combating serious crime, especially after the arrest of most wanted robber Kwai Ping-hung in 2003. Kwai was involved in about 20 armed robberies since the 1980s involving nearly HK million in cash and jewels, and the killing of two officers in 2001. 

In 2004, Fung had smashed a prostitute syndicate that earned more than HK0 million. 

Fung joined the police force after completing secondary four at 16. He was promoted to sergeant at 21. He was then promoted to inspector in 1983, chief inspector in 1986 and chief superintendent of the Organized Crime and Triad Bureau in 2003. 

Fung had a strong passion for knowledge and he went to the University of Macao to study at his own expense. He had also studied English in the United Kingdom and law at the University of Hong Kong. 

He was also sent by the police force to get training in the Federal Bureau of Investigation in the United States and Chinese People's Public Security University.
