Mendicino says national security ‘at no time’ threatened by China-linked RCMP contract

Canada’s public safety minister insisted Monday that federal contracts awarded to a firm that has ties to the Chinese government “at no time” threatened national security, but the contracts were still suspended out of an abundance of caution.

Yet RCMP officials who testified alongside Marco Mendicino at the House of Commons industry committee about the contracts identified gaps in the procurement process for sensitive technologies that could be improved to avoid employing firms tied to “hostile actors.”

Mendicino also said he and his ministry were looking at further improvements to national security legislation and ensuring the protection of critical infrastructure. He said those would be on top of the government’s cybersecurity bill C-26.

“It is important that we remain vigilant, and vigilance demands that we constantly reassess the situation to be sure that we protect our critical infrastructure from potential foreign interference,” he said.

Last month, reports emerged that Ontario-based Sinclair Technologies had been given 24 contracts since 2009, including work for the Department of Defence, the RCMP and Fisheries and Oceans Canada.

Three of the 24 contracts have been awarded to the company since 2017, when Hytera Communications bought Sinclair’s parent company.

The Chinese government owns about 10 per cent of Hytera through an investment fund, Radio-Canada first reported on Dec. 7. Hytera is also blacklisted by the United States Federal Communications Commission over national security concerns.

Yet in 2021, the company was granted a $549,637 RCMP contract for a radio frequency filtering system — one that is valid until March 31, 2024.

RCMP Deputy Commissioner Bryan Larkin told the committee that the equipment, which he and Mendicino likened to “a tin can” with a series of rods and cables, does not pose any security concerns and does not allow access to radio communications.

An internal audit that deconstructed the filtration equipment has confirmed its security has not been breached or compromised, he added. Further spot checks on the equipment will be performed across the country in the coming weeks.

However, the focus of many committee members was less on the equipment’s security and more on how the contract was awarded in the first place.

Although Mendicino assured that the RCMP and Public Service and Procurement Canada (PSPC)’s national security protocols were followed “assiduously,” RCMP chief financial officer Samantha Hazen acknowledged she relied on the PSPC that had a more complete list of foreign suppliers — including those that may pose a risk to national security.

“I don’t have access myself to a listing of all suppliers abroad, and that is why in my capacity at the RCMP I rely on the processes in place by the federal government and I validate these transactions with the PSPC,” she said.

Hazen added she was “not personally aware” of the 21 espionage-related charges Hytera faces in the United States for allegedly stealing technology from Motorola Solutions.

Both Hazen and Larkin also said the RCMP does not have its own lists of communications equipment and services that pose a national security threat, similar to those produced by the U.S. Federal Communications Commission.

“I guess this is why we see these relatively … small procurements can slip through the cracks,” Conservative MP Rich Perkins said in response.

Larkin said an internal audit launched when the contracts with Sinclair were made public is intended to identify improvements to the RCMP’s security protocols and intelligence sharing.

He noted that contracted employees are never allowed unsupervised access to critical infrastructure when installing or monitoring equipment, with RCMP security personnel always accompanying them during that work.

Mendicino told the committee he has instructed all agencies within his portfolio — including the RCMP and Canada Border Services Agency — to “apply the strictest of standards” when purchasing equipment, technology and services that could be exploited by hostile actors.

However, the minister would not definitely say if the contract with Sinclair, which is currently suspended but not cancelled outright, would be reinstated once reviews are completed.

Although he re-emphasized the radio filtration equipment was not at risk, he added those malicious actors “do look for vectors, for entry points” to exploit their interests.

“But I’m confident that we have protocols in place, procedures in place, and certainly when it comes to the procurement of the equipment here, there were no breaches of security,” he said.

The news that federal civil servants granted an RCMP contract to a company with ties to the Chinese government is “disconcerting,” Prime Minister Justin Trudeau told reporters in Montreal last month.

At the time, the prime minister and Mendicino also vowed to do an assessment of the contract and its awarding process.

Conservative Leader Pierre Poilievre also added his voice to the chorus of concern, calling for the contract to be “banned and reversed” by the government as soon as possible.

The RCMP told Global News in a statement at the time that radio frequency filtration equipment “poses no security concerns nor does it allow access to radio communications.”

Of the 24 contracts the company, which designs and manufactures communications equipment, has been awarded since 2009, 12 of them were awarded to the Department of Defence. Sinclair Technologies was awarded a total of $252,296 between 2009 and 2013 to work on “antennas, waveguides and related equipment,” according to procurement data.

A department official told Global News at the time that the defence contracts appeared to be mainly for antenna devices that amplify and receive but don’t transmit information.

The other 12 contracts the company has been awarded since 2009 included work for the RCMP and Fisheries and Oceans Canada.

A DND spokesperson told Global News last month that it is “aware of the concerns” surrounding Sinclair Technologies.

“We are investigating these procurements and the way in which this equipment is used, alongside counterparts in other government departments,” they said.

News of the contracts emerged on the heels of Global News reporting on allegations of Chinese interference and influence in Canada.

A Spanish civil rights group, Safeguard Defenders, also revealed in a report last year that there were Chinese police operations around the world, including three in Toronto and at least one in Vancouver.

The RCMP has since said it is investigating those reports and urged anyone with information to come forward.

The government has also upped its rhetoric against China in recent months. Foreign Affairs Minister Melanie Joly unveiled the country’s Indo-Pacific strategy in November, which labelled China an “increasingly disruptive global power.”


Earlier that same month, Joly warned Canadians doing business in China to consider the “geopolitical risks” involved with that choice.

What is China Lied, People Died Act? 

Republican Texas Representative Troy Nehls has introduced a bill that would ban the transfer of federal funds to China until the communist country reimburses the United States for the $4.6 trillion it spent on COVID-19 assistance.

On Thursday, Nehls introduced China Lied, People Died Act, which would make China reimburse the billions of dollars that were spent using money that were granted by Congress to combat the COVID-19 epidemic that began in Wuhan.

According to the former sheriff, the Chinese Communist Party (CCP) is singlehandedly accountable for the millions of people who have died from COVID-19. The House GOP majority will attempt to have China repay the $4.6 trillion in US coronavirus relief funds, among other things.

Holding China responsible is his top priority this Congress, Nehls said in a statement to Fox News Digital. "The Chinese Communist Party is singlehandedly responsible for the loss of a million lives in the United States and causing one of the worst economic disasters in the history of our country."

"With a Republican majority, we will work to force the CCP to pay back the $4.6 trillion in Congressionally appropriated funds, as well as the $16 trillion of American taxpayer dollars that resulted from the COVID-19 pandemic," the Texas Republican added.

The China Lied, People Died Act is only one example of Nehls' tough position on the CCP. Earlier last month, the House passed a resolution holding China accountable for the COVID-19 epidemic and demanding that Beijing pay the U.S. $16 trillion for economic losses to Americans.

Rep. Lauren Boebert of Colorado, a Republican, co-sponsored the measure with Nehls. The House GOP majority is already prepared to look into the causes of the COVID-19 outbreak when Nehls' bill is introduced.

The Select Subcommittee on the Coronavirus Pandemic, which will look into the origins of the pandemic that shook the world, was just established by House Speaker Kevin McCarthy, a Republican from California.

China today rejected former US president Donald Trump's demand to pay $10 trillion.

China on Monday rejected former US president Donald Trump's demand to pay $10 trillion as reparations to America and the world for the death and destruction caused by the COVID-19, saying the accountability lies with politicians who ignored people's lives and health.

Speaking at a Republican Party convention in North Carolina on Saturday, Trump, who termed the COVID-19 as "China virus" and "Wuhan virus", said China should pay hefty compensation.

"China should pay USD 10 trillion to America, and the world, for the death and destruction they have caused!" said Trump.

When he was in power, Trump had called for a probe alleging that the virus had leaked from China's Wuhan Institute of Virology (WIV) and even pulled out of the World Health Organisation (WHO) accusing the UN health agency of supporting Beijing.

Commenting on Trump's remarks, Chinese Foreign Ministry spokesman Wang Wenbin told a media briefing here that during Trump's tenure there were more than 24 million (2.4 crore) COVID-19 cases and the death count exceeded more than 410 ,000.

"Trump repeatedly ignored the facts and tried to shirk his responsibilities of failing to respond to the epidemic and tried to divert people's attention," Wang said.

"We believe the American people have a fair judgement as to who should be held accountable. It is those hypocritical politicians who ignored people's lives and health should be held accountable," he said.

Trump persisted with the allegations against China for failing to control the virus at home and letting it spread to the world when the coronavirus spread like wildfire in the US in 2020 and later.

While China persistently denied the allegation pointing to the conclusion of the WHO probe which visited the WIV early this year that it is "most unlikely" from the lab, the suspicions resurfaced with recent reports that some of the staff of the WIV lab fell sick well before China officially admitted the spread of the coronavirus in Wuhan in December, 2019.

Who is “Pope Francis”? Shocking new evidence on a New World Order Pope

One must wonder about a guy who goes around in a white gown all the time.

The great detective novelist and failed oil tycoon Raymond Chandler, who knew all about the seamy nature of power, observed that you can always spot the biggest gangster in town by the way he “dresses to please”. The present Bishop of Rome seems to be an avid student of Chandler.

Jorge Bergoglio has always been someone who projects a pleasing public image, no doubt because of the tarnished trail of murder and corruption he has left in his wake. Ever since his salad days as a friend and public relations frontman of the murderous military junta in Argentina, Bergoglio has relied on his smiling, beneficent visage to distract from all the bones in his closet. Perhaps that’s why his nickname among Latin American Bishops is “El Camaleon”: The Chameleon.

Switching his image is a special skill of the man called “Pope Francis”. His rapid ascent from a lowly priest to head of the Jesuits and Archbishop of Buenos Aires was due to his personal friendship with butchers like Jose Lopez Rega. The latter was the founder of the death squads that tortured and killed thousands of Argentines, including Bergoglio’s own priests, during the “Dirty Wars” of the 1970’s and ‘80’s. Bergoglio was so often seen in the jovial company of the dictator General Jorge Videla that they were nicknamed “los gamelos Jorges”: The Jorge Twins. Yet these bloody associations did not prevent Bergoglio from simultaneously posturing, like he does now, as a church reformer and politically correct defender of human rights.

Clearly, an accomplished con artist like Curious George was destined for even greater criminality in the Church of Rome, especially following the disgrace and deposing of Pope Benedict early in 2013 and the need for rapid damage control. Jorge was just what a tottering papacy ordered.

Well, El Camaleon is at it again next week, in yet another staged public performance. Bergoglio is coming to Canada on July 24, ostensibly to emit a few crocodile tears over the legions of indigenous children his church slaughtered for their own good. Hypocrisy and spin doctoring aside, it’s a curious thing for Bergoglio to be doing, since he sees nothing wrong with the murder of “pagan unbelievers”.

The last time Pope Francis came to North America, in 2017, he “beatified” Junipero Serra, a Catholic missionary who enslaved and worked to death over 100,000 Indians on church plantations in California. Bergoglio remarked, “We are inspired by his zeal”.

So why is genocide a blessed deed in California but the subject of an alleged “apology” in Canada? Curious George, indeed.

Notwithstanding all of Bergoglio’s hoodwinked followers who swallow such doublethink as readily as they believe that God is found in a communion wafer, the rest of us must wonder about the real purpose of this month’s papal visit to Canada.

The answer is two words: China, and Money – lots of it.

You may recall how US President Joe Biden recently scurried over to Rome to publicly fawn over Bergy. Joe wasn’t there only to get Catholic votes or trash the American Constitution’s First Amendment separation of Church and State. His real aim was to halt the transfer of sizeable Vatican Bank gold reserves from America and Italy to Beijing. For under Bergoglio, the papacy is jumping ship into the Chinese camp and financially underwriting the latter’s economic takeover of North America.

Which brings us to Prince Rupert, British Columbia.

According to Vatican sources, a day before Bergoglio’s scheduled appearance in Edmonton on July 24, the papal entourage will meet on the west coast with ranking Chinese officials and sign a credit agreement. That deal will provide over $700 billion in Vatican funds to fund the expansion of Sino control over Canadian and US oil, natural gas, and transportation infrastructure. Bergoglio will be accompanied in his mission by Vatican Secretary of State Pietro Parolin, who is the strongest advocate of Rome’s alliance with Beijing and brokered the Prince Rupert agreement.

Another indication of this move is Bergoglio’s curious three hour stop in Iqaluit, Nunavut, at the tail end of his Canadian itinerary. There is not much in that region of Baffin Island besides ice floes and polar bears, except that it also sits on over one-quarter of the untapped oil reserves in Canada. Similarly, Bergoglio’s first official stop is smack-dab in the heart of Alberta’s oil-rich Tar Sands outside Edmonton.

None of this is too much of a surprise, when one considers that the Vatican is the world’s largest and most secretive bank and money launderer. But Bergoglio’s personal appearance to finalize this agreement isn’t just about money. It’s a sign of the strategic importance of the new political alliance between Rome and Beijing to solidify the new global tyranny known as the Corporatocracy.

After all, the Church of Rome is the world’s oldest corporation. It is also the historic architect of fascism and its totalitarian corporatist system that pioneered today’s New World Order. The Vatican is a natural ally of China and its Mandarin-Maoist system of Emperor Worship and one-party rule that mirrors the papacy. This was evident in September 2018 when in an unprecedented move, Pope Francis signed an agreement with the Chinese government allowing the latter to appoint Chinese Catholic Bishops: a power normally reserved by Rome.

This action was followed by a series of transfer payments between the Vatican and Beijing totalling $2 billion each year, according to former Chinese official Guo Wengui.

Bankers are not the kind of guys to entrust their largesse to unreliable leaders, especially when it comes to a major operation like the Vatican Bank that handles a majority of the world’s financial deposits. The last Pope who didn’t play ball with the Gnomes of Zurich ended up dead after only a month in office.

But Francis is no John Paul 1. The fact that the wily Argentine is still perched on the papal “throne” after nearly a decade, and that he is sitting down in person with the Chinese on July 23, means that he is just what the bankers ordered, too.

Still, there is nothing more treacherous than Roman politics, especially for someone as personally compromised as Jorge Bergoglio. His tainted past in Argentina, including his documented role in trafficking children of political prisoners and obtaining Vatican funding for the military junta’s Exocet missiles during the Falklands War in 1982, is being exploited by his adversaries in the College of Cardinals.

Bergoglio faces an entrenched opposition among traditional pro-western Cardinals around the former Pope Benedict, Joseph Ratzinger, whose allies among Canadian Bishops blocked Bergoglio’s attempted visit to Canada last year, apparently with American aid. And his upcoming journey has been threatened by indigenous elders and a “Stop the Pope” campaign that plans to blockade and disrupt the papal events.

To top it off, there is also the little matter of Curious George’s very curious relationship with Maxima Zorreguieta, the Queen of the Netherlands. It seems that Maxima, a fellow Argentine who has known Bergoglio since she was a child, has been making regular payments to him since 2008 to the tune of 12,000 Euros or $15,000 every month! When he became Pope in 2013, Maxima gave him an additional 128,000 Euros, or about $160,000. (Source: Dutch journalist Ella Ster and others)

When confronted with these facts in June 2019, the Vatican press office at first denied and then confirmed the financial relationship between the Pope and the Dutch Queen. But they refused to comment on the documentation showing that Bergoglio assisted her in expunging a criminal record she had acquired in Argentina to allow her to marry into Dutch royalty. But the rot goes deeper.

Maxima Zorreguieta’s father is Jorge Zorreguieta (below, left) who was a cabinet minister in the Videla military junta during the Dirty Wars and was a close friend of the present Pope Francis. Zorreguieta was forced to resign from the junta in 1981 when allegations surfaced that he was personally implicated in the kidnapping and torture of Argentine citizens, including a female journalist who had been critical of both the junta and Bergoglio, and who was murdered in prison.

However, according to a retired nun who served in the Buenos Aires diocese office under then Archbishop Jorge Bergoglio, Zorreguieta was a regular participant with Bergoglio in “strange ceremonies” in the basement of the Plazo del Mayo Cathedral (above, center) involving the ritual rape, torture, and murder of children. And apparently, Maxima Zorreguieta was used in these rituals as a child, in what has been discovered to be an intergenerational sacrificial network within the Roman Catholic Church known as the Ninth Circle.

Toos Nijenhuis (above, right, identifying a mass grave of children) is a Dutch woman who was raised in a Ninth Circle Catholic family in Utrecht and was ritually raped and tortured starting at the age of four. When she was nine years old, she personally witnessed Archbishop Jorge Bergoglio rape and kill another young girl during a Ninth Circle ritual in a sub-basement crypt in a chateau outside Utrecht. These facts cast Pope Francis’ July 23 meeting in Prince Rupert in a chilling new light. For the route between there and his next destination in Edmonton runs precisely through the infamous Highway of Tears, where native families routinely go missing.

According to retired RCMP officer George Brown, who worked with me in a Citizens’ Inquiry into Missing Women, many of the bodies of native people found along the Highway of Tears between Prince Rupert and Prince George were missing organs and bore signs of ritual dismemberment. But these facts were erased from police and coroners’ reports and censored from the media.

Of equal note is the fact that the Ninth Circle rituals tend to occur on the 23rd and 24th days of certain months, according to arcane Roman ritual dates. Jorge Bergoglio will arrive in Canada and meet with his Chinese associates on precisely those days during July; for the grisly Ninth Circle ceremonies are conducted to coincide with important events, in the ancient belief that the blood of innocents ensures and sanctifies their success.

After all, such a belief in the redemptive power of sacrificing children is at the bedrock of Roman Catholic faith, and is embodied in its “mass”, where it is believed that the literal body and blood of God’s sacrificed son Jesus is consumed and grants eternal life. The line separating such a practice from the cannibalism of children’s remains that occurs during the Ninth Circle’s satanic mass is so thin as to be non-existent.

I am still perplexed why anyone with a knowledge of religious genocide or the official Catholic policy that harbors and protects child rape and torture would find it difficult to believe that “saintly” men in white robes are stained with the blood of others. Jorge Bergoglio has been steeped in murder for many years, and under his robes lies the barely concealed evidence, as Jesus describes:

For woe be to you, priests and pharisees, hypocrites! For you are like whitewashed tombs, which appear outwardly beautiful, but within are full of dead men’s’ bones and everything unclean!

Whether or not Bergoglio and his accomplices in Church and State are finally stopped and brought to justice will determine how many more children will die at the hands of the church that led the official slaughter of 60,000 native children in Canadian “Indian residential schools”. Regardless, the justice of heaven has pronounced its own verdict against the oldest criminal conspiracy on our planet, and on the killer named Jorge Mario Bergoglio, whose official title is Vicari Christi: “the one who replaces Christ”.

Chunli Zhao said he was bullied and worked long hours on the farms and that his complaints were ignored, the station reported.

A farmworker charged in the killings of seven current and former co-workers at two Northern California mushroom farms admitted during a jailhouse interview Thursday that he committed the fatal shootings.

Chunli Zhao, 66, told NBC Bay Area he wasn't right in his mind when he entered a mushroom farm where he worked in Half Moon Bay and shot and killed four people and seriously wounded a fifth. He then drove to a nearby farm where he worked previously and killed three more people, prosecutors said.

Zhao said he was bullied and worked long hours on the farms and that his complaints were ignored, the station reported.

Eric Hove, one of Zhao's attorneys, did not immediately respond to a phone message seeking comment.

He spoke in Mandarin with the television station reporter during a 15-minute interview at a county jail in Redwood City. Zhao said he has been in the U.S. for 11 years and has a green card. He said he has a 40-year-old daughter in China and lived with his wife in Half Moon Bay.
