NIH Doesn’t Want To Publicly Answer Congress On Wuhan Lab Funding
Referring to a congressional letter on his agency’s work with the Wuhan Institute of Virology, NIH Director Dr. Francis Collins said, “in our response, we offered to have a chance to simply get into a secure space and have a conversation … Much of the information they’re asking for, we don’t have the answers to. Some of it is pretty sensitive, not quite classified, but getting close to that.”
“No good. The public needs answers,” Washington Post columnist Josh Rogin tweeted in response.
The Wuhan Institute of Virology is at the center of speculation that COVID-19 could have accidentally leaked from a lab. The NIH’s granting of funds that went to a Wuhan lab complied with regulations because it was for research on a bat virus, not a human one, and was to study how the virus transferred to humans, Collins said in separate comments published Wednesday in The Atlantic.
“The terms of the grant were limited to bat viruses, and absolutely did not allow gain-of-function research in the sense of studying human pathogens,” he said.
“The gain of function that is of much greater concern, and for which the United States has in place stringent oversight guidelines, relates to experiments that might make a human pathogen more transmissible or more virulent,” Collins told the publication.
Under regulations created in 2017, federal funding for research on viruses with pandemic potential must be reviewed by a board that evaluates its risks. But the board does not review a grant proposal if the funding agency determines that the virus being studied is unlikely to be highly transmissible and deadly to humans.
Nor does the board review grant proposals studying “naturally occurring pathogens that are circulating in or have been recovered from nature, regardless of their pandemic potential,” the regulations say. The research regulations are largely shrugged off, Vanity Fair reported Thursday.
“If you ban gain-of-function research, you ban all of virology,” an unnamed longtime agency official told the magazine. “Ever since the moratorium, everyone’s gone wink-wink and just done gain-of-function research anyway.”
NIH grants to EcoHealth Alliance totaling $600,000 between 2014 and 2019 were subcontracted to the Wuhan Institute of Virology.
The NIH subcontract was to study viruses from bats living in caves in China, because bat viruses were the source of the human diseases SARS and MERS, respiratory diseases in humans that are also caused by coronaviruses, Collins said.
Collins still believes by far the most likely origin of SARS-CoV-2 is a natural zoonotic pathway from bats to some unidentified intermediate host to humans, he told The Atlantic.
He said the theory that the virus may have leaked from a lab was “muddled up with the intentional-bioweapon hypothesis,” leading to “too much credibility to the latter and not enough to the former.”

In 1993 Collins, by then a full professor, left Michigan to take the post as head of the National Human Genome Research Institute (NHGRI) of the NIH, which had begun work on the HGP three years earlier with a stated goal of completing the sequencing project in 15 years at a cost of $3 billion by coordinating the work of a number of leading academic research centres around the country, in collaboration with the U.S. Department of Energy and the Wellcome Trust of London. Driven by a sincere interest in successful research that could help humanity, Collins was an obvious choice for the job, and he willingly took a sizable pay cut to participate in a historic project.
The necessity of a government effort was questioned when a rival operation, Celera Genomics, emerged in 1998 and appeared to be working even faster than the HGP at deciphering the human deoxyribonucleic acid (DNA) sequence. Headed by American geneticist and businessman J. Craig Venter, a former NIH scientist, Celera had devised its own, quicker method—though some scientists, Collins among them, questioned the accuracy of the work. However, in the end the public and private endeavours came together. On June 26, 2000, Collins, Venter, and U.S. Pres. Bill Clinton gathered in Washington, D.C., to announce that the rough draft sequence of the DNA in the human genetic map had been completed through the combined effort of Collins’s public research consortium and Venter’s private company. The breakthrough was hailed as the first step toward helping doctors diagnose, treat, and even prevent thousands of illnesses caused by genetic disorders. In April 2003, following further analysis of the sequence, the HGP came to a close. The announcement of the completion of the HGP coincided with the 50th anniversary of American geneticist and biophysicist James D. Watson and British biophysicist Francis Crick’s publication on the structure of DNA.
A practicing Christian, Collins freely expressed the awe he experienced as a leader in the uncloaking of one of the mysteries of life. As concerns arose about the moral and ethical implications of the research he had conducted, Collins actively cautioned against misuse of genetic information. Barack Obama nominated Collins to head the NIH, and he was soon approved by the Senate. “Submit to the Authorities” Does Not Apply Here
Those who use Scripture’s admonition to “submit to the authorities” to justify doing nothing while our nation is under siege are also misusing Scripture. The Bible tells us that unless the authorities are following the law of God of Abraham Isaac and Jacob, then we do not have to follow them. Passages such as 1 Peter 2:13-17 (c.f. Romans 13:1-7) are not a blanket command to always submit to authorities in every situation. Rather, they are a general admonition to be applied under certain conditions. Note that Peter clearly states in verse 14 that the authorities in question recognize the difference between good and evil, and commend good (c.f. Romans 13:3). This is not the case today. Congressmembers, judges, governors, mayors, and local authorities are openly fomenting and funding lawlessness. They celebrate those who break our laws while vilifying those who uphold them. They clearly do not stand for, nor commend, good.
There is another important implication of both this passage and the Romans 13 passage that is often overlooked: Through the act of obeying the authorities, believers help maintain their freedom to do good (1 Peter 2:14, Romans 13:3-4). This is also not the case today. Rather than maintaining it, our obedience — played out in silence and inaction — is costing us our freedom to do good. We are being vilified for our beliefs, silenced in the public square, and forced out of and denied jobs. If we believers do not stand now against the lawlessness overtaking our land, we will lose our freedom to do good for good. It is only a matter of time.
It is not surprising then that we see Peter, who penned 1 Peter 2:13-17, defying the authorities in Acts 4 and 5 when those authorities command him to stop preaching the gospel. Peter’s response? An emphatic, “We must obey God rather than men” (Acts 5:29)

Judaism prohibits current vaccine schedule for several reasons [1]. The schedule is also a grave violation of the Seven Noahide Laws, a universal code for all humankind [2].
