Ironically, on this day, a century ago (August 14, 1900) an
international force entered Beijing to put an end to the atrocities
being committed against Western victims of the Boxer Rebellion --
determined to purge China of "Foreign Devils" by any means necessary.
Happily for today's China, that's all down the memory hole. All residual
blame accrues to us for "permitting" a Chinese Head Tax or Asian
Exclusion League to ever exist.  Questions like: which came first, the
chicken or the egg? are too complex for a people trained to enjoy the
sophisticated stylings of the Jerry Springer Show.

                    U.S. plans to boot "boat people"
Savannah, Georgia - Responding to a tip, US officials boarded the
Cypriot-registered Prince Nicolas yesterday and found 132 (51 under age
18) Chinese illegals in a holding tank behind a hatch that had been
bolted from the inside and welded shut.  "They will be interviewed by
immigration authorities who plan to -DEPORT- them."

Today - "ADELAIDE, Australia (Reuters) - Spokeswoman for Immigration
Minister Philip Ruddock confirmed the 140 [illegal immigrants] were
Iraqis and said two Indonesian crewmen from the boat had been arrested
for people smuggling. 'They will be prosecuted by the Department of
Public Prosecutions in either Darwin or Perth in the supreme court,' she
told Reuters. People smuggling carries a maximum penalty of 20 years
imprisonment and a $130,000 fine. ... Australia announced in June
additional funding to boost coastal surveillance, after more than 600
people had been caught trying to enter the country by sea, compared with
200 for the whole of 1998."

headed for Canada has been intercepted by the U.S. Coast Guard in the
Pacific Ocean near the Mariana Islands, south of Japan.  The passengers
aboard the 300-tonne cargo vessel told the U.S. Coast Guard their
destination is Vancouver."

"Another mystery ship appears headed toward Canada -- this time destined
for the East Coast, and it may be carrying scores of Chinese
'criminals,' according to Canadian immigration and intelligence sources.
A fishing ship left Lithuania several days ago, the sources say, and at
last report was located in the North Atlantic, slowly making its way to
either Canada or the United States.  ... 'It looks like the ship is
overflowing with Chinese criminals,' an intelligence official told the
Globe and Mail yesterday.  ... A vessel carrying Chinese stowaways
arrives in Savannah, Ga., from Lithuania yesterday."

                           Now it's Tibetans
Toronto - "On Friday 40 Tibetans simply showed up at a downtown shelter
and claimed to be refugees. One would-be refugee told CBC News he came
to Canada because 'you'll be accepted.'  How did they get here? They
simply crossed the border from the United States.  [Heartwarmingly] they
had all the right paperwork thanks to an American refugee agency. ...
According to Immigration Canada, 53 Tibetans crossed into Canada from
the United States in the month of July. In the last two weeks 123 more
came across. One reason given by some of the Tibetans for the sudden
influx is that they've heard a rumour Canada is planning to toughen its
immigration policy in the fall."

         But what about those people dumped on our West Coast?

Of the first batch (last month's) 37 of the 123 are still in detention.
20 because they appear (even to the immigration dept) to be part of the
smuggling operation and 17 because no one has any idea who they are
(although - believe it or not - Chinese nationals are actually issued
with identification).  Of the 86 who were released, 56 have migrated on
to Vancouver.  There are 19 adults still in Victoria, and 11 youths
under the care of the provincial govt.

As for the latest vanguard of the invasion: they're busy getting settled
in, deloused, and more than likely receiving instruction from
interpretors and peer counsellors on the finer points of pulling the
wool over rheumy and dithering Canadian eyes ...

                             Well, Ottawa?

The federal government must help B.C. pay the "astonishing" $5.5-million
bill to take care of the two boatloads of migrants who recently landed
here, a B.C. cabinet minister said Friday.
Moe Sihota, minister of social development and economic security, said
the law requires provincial taxpayers to carry the entire cost of
feeding, housing and clothing illegal migrants during the 36 months that
it typically takes the federal government to process refugee claimants.
"I am struck by the depth of anger that my constituents feel about
this," he said. "They feel the traditional compassion of Canadians is
being taken advantage of by people who are trying to sneak into the
country."
In addition to taking responsibility for the two recent boatloads of
migrants, Sihota said, B.C. has 1,902 other refugee claimants -- whom
B.C. taxpayers provide with $613 a month each to live on, not including
medical and childcare costs. ...
Sihota said the existing refugee claimants will cost B.C. taxpayers a
total of $41 million over the three-year refugee process. ...
.. "Right now, B.C. taxpayers are forced to pay 100 per cent of the
costs of taking care of refugees," Sihota said, "but they have no say
over the process."
A member of SUCCESS, the immigration agency that is taking the lead role
in helping the claimants in Vancouver, said there is a backlash even in
the Chinese community about the migrants.
"We really want to emphasize that we don't condone the illegal means of
entering the country," said Herman Kan, the organization's vice-chair of
public affairs.
"We did a survey and 90 per cent of the people we talked to said they do
not condone this kind of activity.

rights to go wherever in the world that they wish. Canadians must make
room for any Asians and Africans that want to come to Canada, and they

stating: Feed our People First and Save Canadians First. 'They've got to
come in like everybody else, not illegally,' said Lorna White, a member
of the Kwakiulth First Nation. Added Eliza Brotche: 'They come in and
bring all their big-time drug dealers with them.'"

Symbols of Old Europe like the Swastika, Thor's Lightning Bolt, the
Cross, the Confederate Flag, the Sun Wheel, and the Celtic Cross had
better move over - there's a new kid on the (chopping) block.  The
latest addition to the catalogue of "hate symbols in America" is the
Shamrock.

The Boston Housing Authority yesterday clarified its diversity policy
after Mayor Thomas M. Menino raised questions about reports that the BHA
equated one of the city's most familiar emblems, the shamrock, with hate
symbols such as the swastika.
''There's no directive by the BHA to take down shamrocks, and the BHA is
not equating shamrocks with other symbols that were discussed in the
diversity training such as swastikas or Confederate flags,'' BHA
director Sandra B. Henriquez wrote in a statement.
City Council President James M. Kelly accused the BHA of fomenting
anti-Irish bias after hearing reports that the agency, in its diversity
seminars, described the shamrock as a symbol of intolerance that leads
to violence.
Some residents in BHA housing developments, particularly those in South
Boston and Charlestown, hang shamrock flags - a symbol of pride for
Irish Americans - from their windows.
Kelly said he believed the diversity seminars were ''a course in hating
white Irish-Catholics and heads should roll over there.''
Kelly said he was particularly concerned that the BHA was singling out
''the people of South Boston and Charlestown and if that is not the
case, they should take some corrective action in their thinking and
their policy.''
Lydia Agro, a spokeswoman for the BHA, said Kelly's allegation that the
agency linked the shamrock with hatred was untrue and that the dispute
had been blown out of proportion.
''The training gives people an opportunity to tell other people the
importance of symbols to them and what they mean culturally,'' Agro
said.
The controversy erupted several weeks ago when South Boston Tribune
columnist John Ciccone wrote that the BHA was asking residents in
housing developments to take down shamrocks. The story appeared again in
The Sunday Tribune, a Dublin newspaper.
Yesterday, Kelly, state Representative Martin J. Walsh, a Boston
Democrat, and community leaders denounced the reported BHA policy.
''I find it insulting, and I'm sure people of other cultures should also
be insulted with that,'' Walsh said.
Agro says the misunderstanding occurred after housing development
residents from across the city were asked at seminars to fill out a
questionnaire listing symbols they found offensive right after a
discussion about swastikas and Confederate flags.
In the survey, some residents cited the shamrock and Puerto Rican flags
as such symbols.
In the discussion that followed, residents talked about stereotypes and
then went on to describe their own culture and religion as a way to
promote greater understanding.
''The training was to ask residents to consider each other's feelings,''
said Robin Bavaro, a spokeswoman for the mayor. ''If amongst themselves
a neighbor said, `It bothers me' and their neighbor says they'll take
down a flag, it's their business.''
''But for clarification,'' she added,''shamrocks are allowed and that
discussion was never intended to be expanded to include shamrocks and
the Puerto Rican flag.''
The diversity training was intended to defuse racial and ethnic
tensions.
BHA employees are required to attend the seminars while tenants can go
voluntarily. The hope, Agro said, is that residents who attend the
classes can help teach others how to get along better with their
neighbors.
The BHA has often been criticized for its handling of racial problems in
the city's housing developments.
Last week, the agency settled a lawsuit for $1.5 million with several
minority families who claim the housing authority disregarded complaints
that they were harassed and assaulted.
The BHA also has come under fire from some white families who believe
the agency unfairly evicted white residents or their children for
allegedly harassing minority residents.
The agency's clarification on its diversity training will be distributed
to housing development residents, BHA employees and city councilors,
agency officials said.

        Confederate flag flap triggers boycott of South Carolina

COLUMBIA, South Carolina (CNN) -- Despite years of controversy and
criticism, the Confederate battle flag still flies over South Carolina's
capitol in Columbia.
No other Southern state still flies that flag over its statehouse, and
the NAACP says enough is enough. It has called for an economic boycott
of the Palmetto State.
"We know that economic sanctions work, and we're going to continue for
whatever length of time it takes to make it happen," says James Gallman,
NAACP state chairman. ...  
.. A similar boycott against Arizona in 1987, when the state's governor
canceled the Martin Luther King holiday, cost its economy an estimated
$300 million.
Another boycott was launched against Colorado in 1992, after state
voters passed a referendum nullifying local ordinances protecting gays
and lesbians from housing and job discrimination. The dollar loss was
estimated at $100 million.

     Reform MP Gary Lunn launched a petition Tuesday calling for  changes
     to the Immigration Act. "Until the immigration laws dealing with
     refugee claimants are seriously revised to prevent such blatant
     abuses of the system, Canada will continue to be a dumping ground

     Reform immigration critic Leon Benoit accused the Liberals of  doing
     nothing to stop a dangerous practice. ``We need to send a strong
     message to the world that Canada is not going to put up with
     illegal immigration,'' he said in a statement. Benoit said refugee
     claimants entering Canada under suspicious circumstances should be
     detained until their identification is verified, or until they  have
     a hearing. Deportation orders for rejected refugees should be
     issued immediately, he added.
